Hai Phong plans over 19 trillion VND for East–West road construction

The East–West route is designated as a major urban arterial road with an expected annual traffic growth rate of 3.5 – 5%.

The Standing Board of the Hai Phong Party Committee has approved and assigned the Party Committee of the city People’s Committee to direct relevant agencies to carry out necessary procedures for the construction of a road connecting the Eastern and Western parts of the city.

The East–West road aims to shorten the travel distance between the city’s western urban center and downtown Hai Phong, creating seamless links among urban, economic, industrial, seaport, aviation, and logistics centers.

The project is expected to open up new development space and land reserves along the road corridor, ensuring synchronized connectivity with regional and inter-regional transport networks, including the former Hai Duong city’s Ring Road I, the future Capital Region’s Ring Road V, Kim Thanh East–West trunk–road, provincial roads 390 and 390B, and national highways 17B and 10, to drive investment attraction and socio-economic development in Hai Phong following the administrative merger with Hai Duong province.

According to the proposal of the Party Committee of the city People’s Committee, the road will start at the intersection of Ring Road I and the approach to Bui Thi Xuan bridge, and end at the intersection of National Highway 10 and Nguyen Truong To street.

The route will pass through Nam Dong, Ai Quoc, An Duong, and An Phong wards and the communes of Ha Tay, Thanh Ha, Ha Bac, Ha Nam, and Kim Thanh, with a total length of 23.5 km.

The road is defined as a primary urban arterial route, with an estimated traffic growth rate of 3.5 – 5% per year. The total investment is projected at approximately 19.128 trillion VND.

Once completed and operational, the East–West road will help develop an estimated 11,777 ha of land along its corridor, including about 2,398 ha for industrial use, 2,229 ha for new urban and commercial-service areas, 1,531 ha for high-tech agriculture, 817 ha for new transport infrastructure, and about 4,792 ha for tourism, public facilities, technical infrastructure, water surfaces, and green space.
