Hai Phong approves establishment of western specialized economic zone

The Standing Board of the Hai Phong Party Committee has approved a proposal for the establishment of a specialized economic zone covering an area of about 5,300 ha in the core area of the city’s western industrial hub.

The Standing Board of the Hai Phong Party Committee held a meeting on the afternoon of October 15 to review and give opinions on several key and urgent issues related to socio-economic development and special policy mechanisms.

At the meeting, the Standing Board agreed in principle to establish a specialized economic zone, which will feature modern, synchronized infrastructure and function as a comprehensive, multi-sector economic area, serving as a driving force for the city’s socio-economic growth. It is expected to make up about 3 – 4% of Hai Phong’s GRDP by 2030 and more than 5% in the following years.

According to the proposal, the specialized economic zone will cover roughly 5,300 ha in the core of the western industrial hub, encompassing six communes of Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung, and Binh Giang. The total investment is estimated at 338.017 trillion VND.

Secretary of the city Party Committee Le Tien Chau asked relevant agencies to expedite procedures to complete the establishment of the specialized economic zone within 2025.

The Standing Board also approved the investment plan for the city’s east–west road that will link National Highway 10 with the former Hai Duong city’s Ring Road 1.

The proposed route would start at the intersection of Ring Road 1 and the access road to Bui Thi Xuan bridge, and end at the intersection of National Highway 10 and Nguyen Truong To street. The project aims to develop and utilize an additional 11,777 ha of land, including urban, commercial, service, and industrial areas. The route will be about 23.5 km long, with a total investment of 19.128 trillion VND.

The Party Committee of the city People’s Committee proposed implementing the project through a public–private partnership (PPP) under a build–transfer (BT) contract, with land funds used for payment and 100% investor capital.

The Secretary of the city Party Committee assigned the Party Committee of the city People’s Committee to direct the implementation of the next procedures for road construction in accordance with regulations.
