Master plan for Dinh Vu – Cat Hai economic zone to 2045 adjusted
The adjustment of the master plan will create new development space, helping Dinh Vu – Cat Hai economic zone continue to serve as one of Hai Phong’s key growth drivers.
Head of the Hai Phong Economic Zone Authority Le Trung Kien chaired a conference announcing the adjustment of the master plan for Dinh Vu – Cat Hai economic zone to 2045 on the afternoon of October 10.
The adjusted plan covers a total area of about 22,540 ha. The development space of the zone will largely inherit the spatial orientation of the previous master plan to 2025, while expanding the development boundaries and adding new functional areas in several locations.
Specifically, Trang Due 1, 2, and 3 industrial parks in An Phong, An Truong, and An Lao communes and wards will be added to the zone. An urban residential area in the north will be developed in connection with the city’s new administrative center and northern industrial hub.
A central business district and maritime gateway urban area will be established in Hai An, serving as the economic zone’s service and public center. Lach Huyen area and the southwest of Cat Hai island will be expanded for port, industrial, logistics, and free trade zone infrastructure, as well as new residential areas for resettlement, promoting the role of Hai Phong as an international port and gateway for the Northern coastal region.
The plan also envisions a system of green spaces and water surfaces integrated with networks of parks, sports areas, rivers, canals, and the sea.
Speaking at the conference, Deputy Minister of Construction Nguyen Tuong Van emphasized that the Prime Minister’s decision to approve the adjusted plan for Dinh Vu – Cat Hai economic zone to 2045 holds great significance for Hai Phong’s development.
To ensure the effective implementation of the plan, the city government, the Economic Zone Authority, departments, and localities are required to continue coordinating with relevant ministries and agencies to promptly carry out key tasks. These include maximizing the special pilot mechanisms and policies under the National Assembly’s Resolution No. 226, developing Hai Phong’s free trade zone into an international-scale hub for manufacturing, logistics, commerce, high technology, and finance.
A comprehensive implementation roadmap will be developed in tandem with investment in technical and social infrastructure, gradually transforming the area into a modern, multi-functional economic zone and an attractive destination for domestic and foreign investors.
Dinh Vu – Cat Hai economic zone has had a land occupancy rate of nearly 73%, creating 215,000 jobs and contributing 35% of the city’s GRDP, according to Le Trung Kien.
The adjustment of the plan will generate new development space, including over 2,000 ha of reclaimed land, reinforcing the zone’s role as one of Hai Phong’s development drivers. The city will ensure the implementation of the revised plan with diligence and responsibility to achieve the highest efficiency.
