Emulation drives sustainable development in Hai Phong

Good models and shining examples

In Chan Hung commune, 50 roads have been constructed, with about 90% of the work completed. Meanwhile, key projects such as medical stations, cultural houses, and schools are being rapidly finalized.

Thanks to the effective implementation of creative models in new-style rural building, mobilization of residents to donate land, businesses to provide funding, and citizens to contribute labor and materials, Chan Hung commune is expected to meet model new-style rural criteria by this October.

In Gia Loc commune, innovation and digital transformation movements have been concretized through various practical models. The commune Party Committee has directed strict implementation of public service discipline, strengthened administrative order, and enhanced inspection and supervision.

According to Dang Xuan Thuong, Secretary of the commune Party Committee, these models have contributed to improving public outreach, administrative reform, and the working mindset of officials and civil servants toward being closer to and more responsive to the people. The rate of administrative procedures handled on time or ahead of schedule exceeds 99%.

Alongside outstanding models and collectives, Hai Phong’s patriotic emulation movement has also recognized many exemplary individuals across various fields for their meaningful contributions to the community.

Among them is Meritorious Physician, Associate Professor, Doctor Bui Van Chien, Chairman of the Board of Directors of Hai Phong Children’s Hospital. Despite the severe impacts of the COVID-19 pandemic in 2020 and 2021, Dr. Chien and his team consistently fulfilled their professional duties and introduced modern medical techniques such as gastrointestinal endoscopy, flexible bronchoscopic procedures, high-frequency oscillatory ventilation, blood exchange, and dialysis. Since adopting the self-financing mechanism in 2017 and improving management, the hospital’s healthcare quality has risen steadily, and staff welfare has improved.

Creating significant value

According to Vu Thi Huong, Head of the city Emulation and Commendation Board, in response to emulation movements launched by the Government and the city, localities and units have implemented many innovative models across all fields like economy, culture, society, and defense.

In the field of administrative reform, the Hai Phong Economic Zone Authority has applied a “green lane” mechanism and special investment procedures, significantly reducing the time needed to process investment applications for large-scale and high-tech projects, thereby best facilitating investors.

So far, industrial parks and economic zones in the city have attracted 19.3 billion USD in FDI, accounting for 97% of the city’s total FDI, achieving the target set by the 16th Municipal Party Congress (2020–2025 term) one year ahead of schedule.

The city Farmers’ Union has also launched an outstanding model, the “Club of Outstanding Farmers”, encouraging more and more farmers to confidently apply new technologies, effectively utilize local resources, create jobs, and increase income. Many households now earn billions of VND annually, contributing to poverty reduction and a growing number of well-off families. Citywide, more than 200,000 member households have achieved the title of outstanding producers and business owners at various levels.

Through vivid and typical examples, it is clear that Hai Phong’s patriotic emulation movement has truly become a driving force promoting all aspects of economic and social life, helping to build a sustainably developing city,” Vu Thi Huong emphasized.
