Remarkable highlights in 2020 – 2025 patriotic emulation movements
During the 2020 - 2025 period, patriotic emulation movements were implemented synchronously and effectively in Hai Phong city, becoming an important driving force to promote socio-economic development and ensure national defense and security.

Effective implementation of Prime Minister-launched movements
One of the city’s prominent movements is “The whole country joins hands in building new-style rural areas.” The former Hai Phong city completed the goal of building new-style rural areas in 2025, with 259 valid OCOP products, ranking among the localities with the highest State budget investment in this program.
The former Hai Duong province, before merger with Hai Phong, also recorded lots of achievements, being one of the first five localities recognized for completing the task of building new-style rural areas in 2020; having 388 OCOP products effectively consumed, promoting mechanization, and improving agricultural processing capacity.
The movement “For the poor - No one left behind” brought practical results. The former Hai Phong city achieved its poverty reduction target one year ahead of the Resolution of the city Party Congress for the 2020 - 2025 term. Meanwhile, the former Hai Duong province reduced its poverty rate to 0.96% in 2024, with near-poor households down to 1.3%. On average, the two localities created jobs for more than 58,000 workers each year, exceeding the set targets.
Particularly, the movement “All people unite to prevent, combat, and defeat the COVID-19 pandemic” was drastically implemented. Hai Phong effectively realized the “dual goals” of pandemic prevention and economic development, and Hai Duong actively mobilized socialized resources for pandemic prevention, raising more than 30 billion VND in cash and 7 billion VND worth of medical supplies from organizations and individuals.
Emulation movements in the industry and trade, construction, and transport sectors recorded many results. Hai Phong completed the construction of 15,400 social housing units, exceeding the target assigned by the Government, and reached an urbanization rate of nearly 69%. Hai Duong reached an urbanization rate of 45%, implementing many key projects such as building 6 river bridges, 2 large inland ports, and regional roads.
The movement “All people build learning society, promote lifelong learning” was also strongly implemented. By 2024, learning models in Hai Phong had all reached a rate of over 87%. The movements “Emulation in innovation and digital transformation” and “Mass digital education” were widely deployed.
Vibrant locally-launched movements
Implementing the Prime Minister’s Directive 19/CT-TTg and Party resolutions, the former Hai Phong city and the former Hai Duong province issued plans to organize patriotic emulation movements, contributing to the successful realization of socio-economic development goals in 2020 – 2025.
The economic sector recorded many outstanding results. Hai Phong’s total state budget revenue in 2021 - 2025 exceeded 543.6 trillion VND, with an average annual growth of 7.06%, and its domestic revenue grew 9.27% annually. The former Hai Duong province achieved 125.994 trillion VND in budget revenue, growing 13.3% per year, and its domestic revenue increased 13.9% annually.
Industrial production also continued to grow. Hai Phong city established 10 new industrial parks and 13 industrial clusters, raising the total to 23 industrial parks and 20 industrial clusters. Transport infrastructure connecting logistics centers with international seaports, economic belts, and corridors received focused investment.
Meanwhile, Hai Duong province accelerated the transformation of its growth model, restructuring the economy toward green growth and quickly approaching the digital economy. It planned and built 8 new industrial parks and 24 industrial clusters, increasing the total to 20 industrial parks and 60 industrial clusters, while developing several large logistics centers.
The quality of general and specialized education in both localities was always among the top nationwide. Both Hai Phong city and Hai Duong province consistently ranked among the leading localities in national and international student competitions. Hai Phong was one of the first localities in the country to waive tuition fees for students from preschool to high school. Healthcare infrastructure was upgraded, and the quality of public healthcare improved. Per capita income increased steadily each year, estimated to reach 7.32 million VND/month in 2025, 1.41 times higher than in 2020.
National defense, security, and social order and safety were maintained.
The results achieved in patriotic emulation movements during the 2020 - 2025 period created a solid foundation for the new Hai Phong city to continue making breakthroughs, developing comprehensively, and contributing to the successful implementation of socio-economic development goals to make the city increasingly prosperous and civilized.
