Urgently linking Provincial Road 354 to National Highway 10
Contractors were urged to accelerate construction progress, aiming to put phase 1 of a project to build a route from Provincial Road 354 to National Highway 10 into use as soon as possible.

Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan inspected the progress of a project to build a route from Provincial Road 354 in the former Tien Lang district to National Highway 10 in the former Vinh Bao district, the disbursement of public investment in 2025, overseen by the Tien Lang Project Management Board, and the operation of the two-level local government on October 2.
To ensure project progress and meet the 2025 public investment disbursement requirement, Quan required that for the road construction project, Tien Lang commune must urgently complete site clearance for the remaining two households.

The project owner, the Hai Phong Management Board for Transport and Agricultural Works Construction and Investment Projects, must urge contractors to accelerate construction so that phase 1 can be put into use at the earliest.
At the same time, relevant tasks for implementing phase 2 of the project should be actively carried out. The investor of Tien Thanh industrial park must urgently build the road section assigned so that the project can be put into operation in a synchronized and effective manner.

Regarding the operation of the two-level local government, Vice Chairman Le Anh Quan acknowledged the proposals and recommendations of communes and assigned relevant departments and sectors to compile reports for submission to the city People’s Committee for consideration and settlement. He suggested that the localities review offices and equipment, ensuring adequate working conditions, contributing to raising the rate of online administrative procedures handled in the localities to over 80%, in line with the citywide target.
According to the Hai Phong Management Board for Transport and Agricultural Works Construction and Investment Projects, site clearance for the road construction project in the former Vinh Bao district was completed.

The project consists of two construction packages. Package No. 18, building a road from Provincial Road 354 to Tien Thanh bridge, has achieved 52.1% of the planned workload, while package No. 19, building Tien Thanh bridge and a road to National Highway 10, has reached 89.6% of the planned workload.
