High-quality human resources - Foundation for Hai Phong’s strong development

Hai Phong city’s education and training sector will focus on developing an open, modern, integrated, and lifelong learning system in the 2025 - 2030 period to create high-quality human resources.

The first Hai Phong Party Congress for the 2025 – 2030 tenure set out a vision to 2030: building Hai Phong into a modern, civilized, ecological, and worth-living industrial port city of Southeast Asian stature; pioneering in industrialization, modernization, digital transformation, green transformation, and innovation; becoming a leading national center for marine economy, high-quality tourism, services – logistics, and clean energy; etc.

To realize that vision, high-quality human resources are considered the key to turning aspiration into reality, enabling Hai Phong to break through and rise to the regional level.

Fully aware of this, the city’s education and training sector has set a key direction: “Develop an open, modern, integrated, and lifelong learning education and training system; improve overall quality to develop high-quality human resources for Hai Phong in the 2025 – 2030 period.”

This is not only a strategic orientation but also a concrete action to transform the vision into practical steps, creating a solid foundation for Hai Phong to make breakthroughs in the new development stage.

Hai Phong is facing strict requirements for human resources in high-tech industries, logistics, finance, tourism, and marine economy in the new phase. This poses the need for the education system to strongly innovate, going beyond mere knowledge transmission to building diverse and flexible learning spaces, closely linking schools with the labor market.

“Openness” here means not only expanding the scale of schools and classes but also opening in mindset and organization, accessing global knowledge, strengthening school – business – community linkages, taking advantage of big data, artificial intelligence, and digital learning platforms.

At the same time, it means promoting the building of a learning society, turning Hai Phong into a model “learning city”, where all citizens have opportunities and motivation for lifelong learning, thus forming a sustainable social foundation for developing high-quality human resources.

To put this orientation into practice, the city’s education and training sector will implement comprehensive, synchronized solutions, including strengthening leadership and social consensus on education reform; improving institutions and enhancing State management effectiveness; applying training order mechanisms and decentralized responsibilities; developing school networks and investing in modern facilities; building a teaching and management workforce to meet new requirements; and improving the quality of preschool, general, and continuing education.

Along with this, priority will be given to linking vocational and higher education with labor market needs and promoting digital transformation, administrative reform, and international cooperation.

With determination and comprehensive solutions, the city’s education and training sector is striving to affirm its positive role in making Hai Phong an international center for training, research, scientific-technological application, and marine economy development. At the same time, it will directly contribute to the successful implementation of the goals set out by the first Party Congress of the city for the 2025 – 2030 term.
