Ensuring smooth, synchronous operation of two-tier local government: Hai Phong Party chief
Secretary of the Hai Phong Party Committee Le Tien Chau has emphasized that the commune-level government is not only an ‘administrative service level’ but must also be a level that creates local development and a favorable environment for people and businesses.

The Hai Phong People’s Committee held a meeting on the afternoon of October 1 to hear reports and evaluated the operation of the two-tier local government model. Secretary of the city Party Committee Le Tien Chau attended and directed the meeting. Chairman of the city People’s Committee Le Ngoc Chau presided over the meeting.
The meeting was held in person at the city venue and online with 114 commune, ward, and special zone locations.
In the first three months of implementing the two-tier local government (July 1 - September 30), the city People’s Committee issued more than 300 documents for direction and management, ensuring the two-tier local government operated stably and smoothly.

The system of documents on decentralization, delegation of authority, and jurisdiction definition was issued in a timely manner, creating a clear legal framework. The powers of each level were specifically identified, helping to resolve difficulties and obstacles in practice and enhancing the proactiveness of grassroots government.
In addition, administrative procedures were standardized, processing time was shortened, and the rate of dossiers resolved ahead of schedule or on time remained high. Online public services, online meeting systems, e-portals, and digital certificates were deployed synchronously, contributing to improving service quality for people and businesses, building trust and social consensus.
The Secretary of the city Party Committee emphasized that alongside the achievements, the commune-level government must have a deeper understanding of its role, position, authority, and capacity. It should not only be an “administrative service level” handling dossiers and administrative procedures, but must be a level that creates local development and a favorable environment for people and businesses.

To ensure organizational stability and resilience so that the entire system can accelerate and make breakthroughs in the coming time, the Secretary of the city Party Committee suggested that the city People’s Committee, departments, and sectors to strengthen inspection, supervision, and urging, promptly identifying and resolving difficulties and obstacles for localities.
It is necessary to urgently issue and implement the renovation, repair, expansion, and construction of working offices, arrange means and working equipment to ensure conditions for cadres, civil servants, and employees to best serve the needs of people and businesses.

Departments and sectors of the city must urgently coordinate to review planning and implement projects, programs, and socio-economic development plans of localities, with determination to fulfill the socio-economic development goals and targets of 2025.
Speaking in response to the Secretary’s instructions, Chairman of the city People’s Committee Le Ngoc Chau assigned the committee’s Office to take the lead, in coordination with departments and sectors, to continue reviewing and grasping the practical situation of implementing the two-tier local government, especially difficulties and limitations, so as to promptly advise the committee leadership in directing and managing close to reality with timely solutions. For issues that can be implemented immediately, after the meeting, departments, sectors, and localities must urgently organize implementation as soon as possible.
