Road construction to link provincial road 354 to coastal highway to finish in Oct
Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan has required the construction of a road connecting provincial road 354 through Kien Thuy industrial park to the coastal highway this October.

On September 30, Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan inspected the implementation of a project to build a road connecting provincial road 354 through Kien Thuy industrial park to the coastal highway; the disbursement progress of 2025 public investment managed by the Kien Thuy Project Management Board; and the implementation of the two-tier local government model in some localities.
Quan acknowledged and praised the efforts of the localities and the Kien Thuy Project Management Board in carrying out their tasks.

He emphasized that along with implementing the two-tier local government model, with a large workload, the units must stay determined and coordinate closely, especially in site clearance, to effectively implement key projects.
He required the Kien Thuy Project Management Board to urgently accelerate progress and complete construction in October. Contractors, especially Viet Uc and Phuong Dong, must focus on construction. Kien Hung commune must promptly hand over the site to the investor.

For new rural projects, transport and civil works, a review, acceptance, settlement, and final payments must be conducted, focusing on resolving and completing documents for school and cultural house projects.
Regarding the Lao Cai – Ha Noi – Hai Phong railway project, relevant localities must urgently carry out surveys, prepare resettlement plans, and be ready to implement once the official route is approved.

Regarding the operation of the Public Administration Service Center, the Standing Vice Chairman requested continued consolidation of personnel, giving priority to grassroots-level authorities, with flexible short-term contracts. Localities need to review offices and equipment, ensuring the construction of modern, harmonious working spaces, thereby contributing to increasing the rate of online dossiers to 80%, in line with the citywide target.

Departments and sectors must coordinate to resolve difficulties, adjust capital sources reasonably, and expedite project settlements. The Department of Construction must promptly consolidate and defend plans related to the Lao Cai – Ha Noi – Hai Phong railway project. The Department of Agriculture and Environment must coordinate and guide localities in resolving land-related obstacles. The Department of Finance must guide the resolution of regular funding sources to ensure overall progress.
