Groundbreaking ceremony for Laguna Heyner Dormitory Project in An Phat 1 industrial park
Laguna Heyner dormitory will serve the accommodation needs of workers in An Phat 1 industrial park.
Shortly after the success of the 1st Hai Phong Party Congress, 2025 – 2030 tenure, the city People’s Committee coordinated with Biel Crystal Manufactory Ltd. to hold the groundbreaking ceremony for the Laguna Heyner Dormitory Project (phase 1) in An Phat 1 industrial park, An Phu commune on September 27.
Speaking at the ceremony, Standing Vice Chairman of the city People’s Committee Le Anh Quan acknowledged and highly appreciated Biel Crystal Manufactory Ltd. This is not only a strategic investor with a high-tech manufacturing project with a total registered capital of up to 260 million USD, expected to create jobs for nearly 14,000 workers, but also a demonstration of far-sighted vision and strong social responsibility in deciding to invest in housing for its own workers.

For the project to be completed and put into effective use soon, the Standing Vice Chairman suggested that the investor concentrate maximum resources, direct contractors to strictly comply with construction regulations and standards, ensure quality, labor safety, and environmental protection, and strive to complete the project on schedule, or even ahead of schedule.
The investor should promptly build synchronized technical and social infrastructure works to serve the daily life and activities of workers, he added.
The Standing Vice Chairman also recommended the investor to study, calculate, and propose appropriate prices for sale, lease, and purchase of apartments in line with workers’ average income. Information should be publicly, widely, and transparently announced so that beneficiaries of the policy can easily access.
The Hai Phong Economic Zone Authority, relevant departments and agencies, and local authorities will continue to accompany, support, and create all favorable conditions, resolving difficulties and obstacles to ensure the project is implemented on schedule, achieves the set goals, and brings the highest economic, social, and environmental efficiency, while ensuring security and safety during implementation.
The project has a total investment of more than 2,215 billion VND, of which phase 1 investment exceeds 700 billion VND from Biel Crystal Manufactory’s contribution and other mobilized sources.
The project covers a total area of 31,601 m²; phase 1 covers more than 13,300 m², with the construction of five 20-story dormitory buildings, auxiliary facilities, and technical infrastructure to meet the housing needs of workers in An Phat 1 industrial park.
