Hai Phong Party Congress for 2025–2030 tenure successfully concludes
After nearly two days of urgent, serious, and responsible working, the 1st Hai Phong Party Congress for the 2025–2030 tenure has successfully concluded.
Hai Phong Party organization solemnly held the opening ceremony of the 1st Party Congress for the 2025–2030 tenure at the city Convention and Performance Center on the morning of September 27.
The Congress received a congratulatory flower basket from General Secretary To Lam and was honored to welcome Prime Minister Pham Minh Chinh, who attended on behalf of the Politburo and delivered his instructions.
In his closing speech, Secretary of the city Party Committee Le Tien Chau emphasized that with a spirit of democracy, frankness, and responsibility, delegates had brought into play their wisdom, engaged in lively discussions, and contributed many profound and practical opinions, making an important contribution to the completion of the Congress documents.

The Secretary of the city Party Committee stressed that the goals set by the Congress are ambitious, difficult, and full of challenges, but also embody the aspiration for development and the responsibility of the city Party organization to the people and the country.
The success of the Congress is a great encouragement, adding confidence and momentum for the entire Party organization, government, business community, and people of the city. This is not only an important starting point but also a reaffirmation of the determination to unite and join forces in building and developing Hai Phong into a modern, civilized, ecological, and worth-living port-industrial city of Southeast Asian stature by 2030.
Secretary Le Tien Chau suggested that immediately after the Congress, the entire Party organization urgently disseminate and widely publicize the Congress resolution, and launch an emulation movement across the city.

He urged prompt implementation of an action program to realize the resolution, with clear assignment of persons, tasks, timelines, responsibilities, authorities, and expected outcomes, turning aspirations into actions, and transforming the spirit and determination of the Congress into tangible results.
The Congress defined the goal by 2030 to build Hai Phong into a modern, civilized, ecological, and worth-living port-industrial city of Southeast Asian stature, pioneering in industrialization, modernization, digital transformation, green transition, and innovation, and becoming a leading national hub for maritime economy, high-quality tourism, services–logistics, and clean energy.
The city also aims to be an international center for training, research, application, and development of marine science and technology. The material and spiritual life of the people will be improved, with comprehensive social welfare and security approaching leading cities in the region, and national defense, security, and social order will be firmly ensured.

The city Party organization and political system will be further united, with strong leadership capacity and combativeness, and its cadre contingent will be exemplary in capability, intellect, and dedication, taking the lead in building the socialist model closely linked with socialist human development.
The Congress identified five strategic breakthroughs, including comprehensive digital transformation across all fields of government, economy, and society, with digital transformation and innovation serving as the breakthrough for development. This includes the strong application of digital technology, artificial intelligence, and big data, and the piloting of smart models for cities, seaports, transport, and industrial parks in key areas.
Another breakthrough is effective implementation of the National Assembly’s Resolution No. 226/2025/QH15 on piloting special mechanisms and policies for the city’s development, especially a new-generation free trade zone, along with reviewing, developing, and completing city-level development institutions and policies that are open, modern, and enabling.

A further breakthrough is the completion of city-wide planning, leveraging advantages in space, population, economic scale, and multi-sector potential to form new growth drivers, while mobilizing and efficiently using resources to synchronously and modernly invest in strategic infrastructure for seaports, industry, transport, and logistics, thereby creating strong breakthroughs in regional and international connectivity.
Another breakthrough focuses on turning Hai Phong into a regional and international center for marine tourism, culture, and heritage, with distinctive tourism products associated with cultural–historical identity, marine–island and rural resources, and promoting the value and driving role of Cat Ba, Do Son, and Con Son–Kiep Bac in developing a green economy and sustainable tourism, spreading the image of a civilized, friendly, and worth-living port city.
The final breakthrough is concentrated investment in education and training and the development of high-quality human resources, aligned with key sectors such as high-tech industry and agriculture, science and technology, circular economy, services – logistics, maritime economy, healthcare, education, and tourism, along with promoting talent attraction and utilization, and building a cadre contingent, especially key officials at all levels, with dedication, courage, competence, and pioneering innovation to meet the demands of the new situation.

The Congress also outlined major tasks and solutions for this tenure. These focus on building a streamlined, strong, effective, and efficient Party and political system, vigorously renewing the growth model and restructuring the economy toward modernity and sustainability, significantly improving the investment and business environment, developing all economic sectors, and building an independent, self-reliant, and globally integrated economy.
They also include strengthening fiscal discipline, mobilizing and effectively using resources, intensifying planning, urban and rural development, and developing a modern, synchronous transport infrastructure system with convenient domestic and international connectivity.
Other key directions are the effective management and use of natural resources, environmental protection, proactive response to climate change, strong promotion of scientific research, application, transfer, and innovation, acceleration of digital transformation, development of culture and the building of Hai Phong people comprehensively with unique identity values, and ensuring social progress, equity, and welfare.
Resources will be prioritized for high-quality healthcare, education, and training, while national defense and security will be strengthened, the city’s defense zone will be consolidated, and foreign relations, international integration, and regional connectivity will be further enhanced.
