Prime Minister attends groundbreaking ceremony for 182 trillion VND projects in Hai Phong
The groundbreaking ceremony for the two projects is a significant event to celebrate the Hai Phong Party Congress for the 2025–2030 tenure, towards the 14th National Party Congress.

Hai Phong People’s Committee, in coordination with Vingroup, held the groundbreaking ceremony for the Tan Trao Industrial Park Infrastructure Development Project (phase 1) and the Hai Phong LNG Thermal Power Plant Project in Kien Hung commune on the afternoon of September 26.
This event is of great significance, celebrating the 1st Congress of the city Party Committee, 2025–2030 tenure, and looking ahead to the 14th National Party Congress.
Attending the ceremony were Prime Minister Pham Minh Chinh, former Party General Secretary Nong Duc Manh, former State President Nguyen Minh Triet, former National Assembly Chairwoman Nguyen Thi Kim Ngan, and former Standing member of the Party Central Committee’s Secretariat Phan Dien, among others.

In his speech at the ceremony, Prime Minister Pham Minh Chinh emphasized the great significance of the two projects in the context of Vietnam accelerating economic restructuring, renewing the growth model, and promoting development based on green economy, digital economy, science–technology, and innovation.
The projects will contribute to industrial development, selective attraction of foreign investment with high technology and modern governance, training of high-quality human resources, development of green energy, and response to climate change, Chinh said.
The Prime Minister suggested that ministries and sectors continue providing support, and Hai Phong uphold the spirit of “say and do,” especially in site clearance and administrative procedure processing, and create favorable conditions for businesses with the principle of “all for the common good,” while preventing corruption, misconduct, and waste.

Prime Minister Pham Minh Chinh also urged the project investors to promote the motto of “fast, green, and sustainable development,” strictly fulfill commitments, accelerate progress while ensuring quality, technical standards, aesthetics, safety, and environmental protection, and create many jobs for local people.
The Prime Minister expressed his hope that the Tan Trao industrial park project will be implemented quickly, attracting selective investment with priority for high-tech projects; and that the Hai Phong LNG thermal power plant project will speed up procedures, cooperate with foreign investors for technology transfer, and strive for completion one year ahead of schedule.
Speaking at the ceremony, Chairman of the city People’s Committee Le Ngoc Chau said that the two key projects with large investments were commenced after only nine months since the Southern Coastal Economic Zone of Hai Phong was established, affirming the city’s effective policies in attracting investment into the economic zone.

With the development of the economic zone, starting with these two major projects of Vingroup, Hai Phong aims to become one of the country’s leading economic centers, a strategic trade hub regionally and internationally, and a major port city pioneering industrialization, digital transformation, green transition, and innovation; complete synchronized infrastructure with multimodal connectivity; promote world natural and cultural heritage values; ensure national defense and security; and achieve deep international integration towards becoming a comprehensively developed, sustainable, and worth-living city.
The Tan Trao industrial park project is invested by Vingroup’s Vinhomes Hai Phong Industrial Park Investment JSC. Covering nearly 227 ha in Kien Hung and Nghi Duong communes, the project’s phase 1 investment exceeds 4 trillion VND. Construction is scheduled for five years, from the second quarter of 2025 to the end of the second quarter of 2030.
Once completed, the industrial park will become a major hub for new industries and technologies with modern infrastructure, attracting multi-sector investment such as power, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewable energy. Particularly, it will gather tens of thousands of high-quality workers from across the country and internationally. With its scale, location, and synchronized development orientation, Tan Trao industrial park will be one of the new growth engines enhancing Hai Phong’s investment appeal and becoming a model industrial center in Vietnam.

The Hai Phong LNG thermal power plant project, located within the Tan Trao industrial park, is invested by a consortium of Vingroup JSC. and VinEnergo Energy JSC.
The project covers nearly 100 ha with total investment exceeding 178 trillion VND. Construction will last five years, with operations expected to begin at the end of 2030.
The plant will supply about 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), meeting power demand for the entire Tan Trao industrial park and contributing a large power source to the national grid, supporting grid regulation and reducing dependence on traditional energy sources.
With a designed capacity of 4,800 MW, this will be the largest thermal power plant in Vietnam and among the world’s leading LNG-to-power plants.
