Hai Phong takes early, proactive measures to respond to typhoon Ragasa
Hai Phong has been taking prevention and response measures against typhoon Ragasa under the early and proactive motto.

According to a quick report from the Hai Phong Department of Agriculture and Environment, by 5 pm on September 23, the city Border Guard Command had jointly checked and notified 1,604 vessels with 4,481 workers, 271 fish cages with 233 workers, and 3 watch huts with 6 workers operating and anchoring at sea about typhoon Ragasa’s developments so they can take precautionary measures.
All 114 communes, wards, and special zones have drawn up disaster response plans corresponding to disaster risk levels, prepared response scenarios, and conducted on-site inspections at key points to promptly handle incidents.
In the agricultural sector, by September 23, the city had secured and prepared prevention plans for a total of 96,120 ha of rice and vegetables; 9,491 ha of fruit trees; 3,890 livestock farms; 728 livestock facilities outside the dike system; and 23,900 ha of aquaculture. Key dikes, embankments, and sluices were inspected and reviewed, with specific protection and prevention measures developed.

The Department of Agriculture and Environment has deployed additional leaders and officers on 24/7 duty to promptly monitor rainfall, flooding, and typhoon developments. It has focused on guiding irrigation companies to carry out buffer water pumping solutions to prevent flooding, reinforcing and securing livestock farms, aquaculture facilities, and protection measures for rice and crops.
The Department of Construction has directed its subordinate agencies and units to prune and secure urban trees to minimize the risk of breakage obstructing traffic and affecting the power grid; review and prepare plans to ensure drainage in urban areas in case of heavy rainfall; issue warnings at landslide-prone areas; and prepare personnel, equipment, and materials for incident and disaster response.
It has also instructed control of ferry terminals, with proactive suspension of operations when safety is not ensured, and readiness of machinery and equipment to promptly handle landslide points.

The Department of Industry and Trade has directed Hai Phong Power Company to proactively inspect the power grid and prepare contingency plans to prioritize stable electricity supply to State agencies, particularly operation centers serving command and response tasks in all situations.
The Hai Phong Port Authority, the Northern Maritime and Inland Waterway Sub-Department have coordinated with localities and relevant units to instruct and guide ships and watercraft to anchor safely in designated waters under their management, ensuring that they will not affect other infrastructure works in the event of incidents.
Communes, wards, and special zones have been closely monitoring typhoon developments and city directives, deploying response scenarios, and remaining ready to mobilize manpower, materials, vehicles, and equipment available in their areas for timely action.
