According to the Hai Phong Hydrometeorological Station bulletin issued on the afternoon of September 21, radar images showed convective clouds developing strongly over Quang Ninh province and northern communes and wards of Hai Phong city, including Thuy Nguyen, Thien Huong, Hoa Binh, Nam Trieu, Bach Dang, Luu Kiem, Le Ich Moc, and Viet Khe, and Cat Hai special zone.
