Accelerating site clearance and disbursement of public investment in former Vinh Bao district
Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan has required relevant local authorities to highly focus on accelerating site clearance and public investment disbursement for projects in seven communes of the former Vinh Bao district.

Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan presided over an inspection of the implementation of the Song Hoa bridge construction project to connect Hai Phong city with Hung Yen province and the progress of public investment disbursement in 2025 for projects managed by the Vinh Bao Area Project Management Board on the afternoon of September 16.
The Song Hoa bridge construction project has been under construction since November 2024. To date, the project has completed 46% of the roadbed construction, 54% of the drainage system, 26% of type-2 macadam base course, and 100% of reinforcement, prefabricated component production, and restoration of ditches on the left side of the route.
For the disbursement of public investment for projects assigned to the Vinh Bao Area Project Management Board, by September 15, more than 552.3 billion VND had been disbursed, reaching over 40% of the total public investment allocated for 73 projects (1,354.3 billion VND).
Standing Vice Chairman of the city People’s Committee Le Anh Quan required relevant local authorities to highly focus and closely coordinate with the Vinh Bao Area Project Management Board to accelerate site clearance and public investment disbursement for projects in seven communes of the former Vinh Bao district.

The Vinh Bao Area Project Management Board must actively urge contractors and take measures to speed up construction progress of works and projects, ensuring the schedule in line with the city People’s Committee’s public investment disbursement plan.
For the Song Hoa bridge construction project, Standing Vice Chairman of the city People’s Committee Le Anh Quan asked the People’s Committee of Vinh Am commune to focus leadership and direction, strengthen propaganda and mobilization, and quickly complete site clearance for the remaining households. Contractors must concentrate manpower, materials, machinery, and equipment to speed up construction progress and complete the project by the end of December this year.
For other projects in the area, Standing Vice Chairman of the city People’s Committee Le Anh Quan required the local authorities to closely coordinate with investors to accelerate implementation progress. During the process, the city departments and sectors must coordinate with the localities and the Vinh Bao Area Project Management Board to resolve difficulties and obstacles, and focus on acceptance and settlement of completed works and projects.
