Decisive site clearance for key projects in Hai An
Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan has tasked Hai An and Dong Hai wards and relevant units with decisive site clearance to ensure the progress of key projects.

Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan chaired a meeting on the morning of September 15 to inspect the progress of site clearance for several key projects in Hai An and Dong Hai wards, including the southeast ring road construction project in Hai An, projects related to Cat Bi International Airport, and the Lao Cai – Ha Noi – Hai Phong railway project.
Quan acknowledged the proactive efforts of the two localities but stressed that the pace of site clearance remained slow and disbursement rates were lower than the city’s average, requiring more comprehensive and decisive action.

Specifically, for Central projects such as those related to Cat Bi International Airport, the local authorities and regional Project Management Boards must proactively coordinate, request the Navy High Command to hand over, provide records, and reach agreement on site clearance plans, while handling cases of unauthorized land allocation.
For the southeast ring road project, compulsory site clearance must be enforced for remaining households within September, with contract termination for contracted land, land inventory and recovery, and violation handling carried out in parallel with communication and persuasion.

Regarding the Nam Trang Cat industrial park project, compulsory inventory for the area involving Military Petroleum One Member Co., Ltd. – Le Chan must be completed in September, with documentation finalized and enforcement implemented in October.
As for the Lao Cai – Ha Noi – Hai Phong railway project, Standing Vice Chairman Le Anh Quan instructed the two localities to coordinate closely, agree on the route alignment, and ensure technical and schedule requirements. The Department of Construction must urgently review and approve the site clearance project in Hai An area to create a basis for subsequent steps.
For other projects, the local authorities must be proactive and decisive in site clearance. Quan also emphasized urging contractors to expedite the completion of the Hai An Cultural, Information and Sports Center (a landmark project celebrating the 1st Party Congress of Hai An ward).

The Department of Finance must review, guide, and consider adjustments or reallocations of public investment capital in October, and coordinate with the Railway Project Management Board under the Ministry of Construction to implement site clearance projects in the eastern and western parts of the city.
The Department of Agriculture and Environment must provide guidance and resolve difficulties related to site clearance. The Department of Construction must guide on construction processes and policies.
The Railway Project Management Board must adjust and agree on the route alignment in Dong Hai and Hai An wards. The Airports Corporation of Vietnam must direct acceleration of construction on handed-over land, coordinate in building Terminal T2, and address land-related procedures.
