Chairman of the Hai Phong People’s Committee Le Ngoc Chau has recently inspected the operations of two-tier local government in nine central western wards of the city.
Chairman of the Hai Phong People’s Committee Le Ngoc Chau inspected the functioning of two-tier local government in nine western wards of the city, including Thach Khoi, Tu Minh, Viet Hoa, Ai Quoc, Nam Dong, Thanh Dong, Le Thanh Nghi, Tan Hung, and Hai Duong, on September 15.
Chairman Le Ngoc Chau required the People’s Committees of the wards to attach special importance to investing in modern facilities and equipment and arrange spacious and convenient locations for Public Administration Service Centers to improve service quality for the people.
“Officials and civil servants at the centers must improve their attitude and quality of service, aiming for public satisfaction, with substantive monitoring and evaluation, avoiding formality”, said Chau.
Chairing a working session with departments, sectors, and the ward People’s Committees at the Hai Duong ward headquarters on the results of two-tier local government operations, Chairman Le Ngoc Chau emphasized the important role and position of the nine wards in the central western area of the city, which hold long-standing historical and cultural traditions as well as potential and advantages for future development.
These wards serve as a central hub and a growth pole for the city’s western area, and should maximize advantages in geography, population, and infrastructure to avoid wasting potential and development opportunities, Chau noted.
From the practical operation of two-tier local government in recent times, the Chairman required continued review and refinement of work processes and regulations to ensure streamlining and studying of the functions and duties of professional divisions in order to propose recommendations to the Central government for further improving the organizational structure of commune-level government.
Regarding human resources at commune level, the Chairman ordered the wards to review, report, and propose the number of deputy leaders as well as plans for adjusting and assigning officials and civil servants according to actual work requirements. Based on these reports, the Department of Home Affairs will consolidate and recommend suitable solutions. Training and capacity-building for commune-level officials and civil servants must be strengthened, with a focus on quality, practicality, and hands-on guidance, avoiding ineffective mass training.
The ward People’s Committees must also prepare new administrative boundary records and maps to ensure precise, complete, and consistent delineation of administrative units, thereby creating a legal foundation for effective State management.
Local authorities must concentrate leadership on socio-economic development, especially the disbursement of public investment and implementation of key projects.
The Chairman asked the departments and sectors, based on their functions and the issues raised by the localities at the meeting, to proactively study and advise the city leadership on solutions to remove bottlenecks and enhance the effectiveness of commune-level government operations in the coming period.
