Ensuring smooth and effective operation of two-tier local government
Vice Chairman of Hai Phong People's Committee Nguyen Minh Hung has asked localities to closely follow the guidance and direction of Central and city authorities to develop job positions and ensure smooth operation of the apparatus.
Vice Chairman of the Hai Phong People's Committee Nguyen Minh Hung inspected the operation of two-tier local government in An Khanh commune and An Bien ward on September 10.
Hung acknowledged and highly appreciated the two localities’ results after more than two months of operation under the new administrative model.
Despite heavy workloads, many new tasks, expanded decentralization and delegation of authority, shortages in facilities and equipment, etc., the local officials still made efforts to overcome the difficulties, basically meeting the requirements of their tasks, always maintaining a dedicated attitude in serving the people.
Hung asked the localities to continue to review and complete regulations on the functions and tasks of specialized departments to avoid overlapping; closely follow the guidance and direction of Central and city authorities to develop job positions, ensure smooth operation of the apparatus, without any disruptions in receiving and handling administrative procedures; and proactively arrange internal staffing based on qualifications, capacity, strengths, and experience.
Regarding the operation of Public Administration Service Centers, the localities should proactively arrange space suitable to population size; apply information technology in receiving and handling administrative procedures; speed up the digitization of administrative dossiers and results and connect land data; actively propagate and guide people to access and use online public services; and organize training for staff directly in charge of professional tasks.
The Vice Chairman of the city People's Committee assigned relevant units to review, summarize, and report the localities’ proposals and recommendations to the city for timely support and resolution.
According to the reports of the localities, the arrangement of commune-level administrative units and application of the two-tier local government model were promptly and synchronously carried out in accordance with regulations, with initial positive results.
The decentralization and delegation of authority was gradually clear, enabling localities to handle tasks and improve the quality of services for citizens and businesses.
