Hai Phong’s budget revenue posts impressive growth, exceeding 131 trillion VND
Hai Phong’s budget revenue in the first eight months of 2025 recorded outstanding results, particularly domestic revenue, which is likely to meet the annual target ahead of schedule.

According to Hai Phong Statistics Office, by the end of August 2025, the city’s total State budget revenue reached 131,252.7 billion VND, equal to 88.39% of the target assigned by the municipal People’s Council and up 28.52% compared to the same period in 2024.
In the revenue structure, domestic revenue stood at 73,540.1 billion VND, equal to 98.47% of the target and up by an impressive 35.53% year-on-year, reflecting the strong momentum of domestic production, business, and services.
Revenue from import–export activities reached 56,161.8 billion VND, equal to 84.33% of the target, up 25.41%.
With this pace, Hai Phong is expected to soon meet and even surpass its 2025 budget revenue target.
However, local budget expenditure in the first eight months was just over 39,750 billion VND, equivalent to 55.46% of the annual target. Of this, development investment spending reached 17,681.9 billion VND, or 49.96% of the target, while recurrent spending was 21,762.2 billion VND, or 66.25%. The figures reveal that expenditure progress, particularly for development investment, remains slower than required.
To balance revenue and expenditure, in the remaining months of the year the city will focus on maintaining revenue growth and accelerating the disbursement of public investment, especially for key projects in transport infrastructure, urban development, and digital transformation to ensure effective use of funds in economy, boost growth, and improve infrastructure.
