Hai Phong Party Committee’s Standing Board discusses socio-economic issues and key tasks ahead

Secretary of the Hai Phong Party Committee Le Tien Chau chaired a meeting of the committee’s Standing Board on September 9 to review the city’s socio-economic situation in August and the first eight months of 2025, and to outline key tasks for the coming period.

The city’s socio-economic situation in August and the first eight months of 2025 remained generally stable, with production sectors maintaining good growth. In August, seven out of nine socio-economic targets were expected to meet or exceed the growth scenario, including total State budget revenue within the city, export turnover, cargo volume through ports, number of tourist arrivals, percentage of schools at all levels meeting national standards, number of newly registered enterprises, and completed social housing units.

The two-tier local government model was put into operation with initial effectiveness; facilities, civil servants, and information technology infrastructure met immediate requirements. Party Congresses at grassroots level were completed across all 114 communes, wards, and special zones of the city.

Concluding the meeting, Secretary Le Tien Chau acknowledged the efforts and sense of responsibility of the entire political system in carrying out socio-economic tasks, especially in implementing the two-tier local government model.

Regarding upcoming tasks, he urged the Party Committee of the city People’s Committee to highly focus on plan implementation according to the growth scenario, paying special attention to two indicators yet to achieve: the industrial production index and FDI attraction, with a need for solutions to meet these targets at the highest possible level.

Leaders of the city People’s Committee were assigned to strengthen supervision and accelerate key projects, identify reasons for slow progress, encourage contractors to overcome difficulties, and resolve bottlenecks to speed up implementation.

An overview of the meeting

Departments, agencies, and localities were asked to work decisively to accelerate site clearance, identified as a major factor affecting project progress. More staff should be assigned to localities with major projects. Procedures must be expedited to launch key development projects for the city, such as the LG Thermal Power Plant (expected to start construction in the fourth quarter of 2025), Nam Do Son Port (expected to begin in 2026), the construction of berths No. 7 – 12 of Lach Huyen international gateway port (expected to begin in the second quarter of 2026), and a solid waste treatment plant using new technology in Dinh Vu (expected to start in 2026).

Members of the Standing Board were instructed to closely monitor their assigned localities and resolve difficulties at grassroots level. Departments and agencies should focus on adjusting the city’s master plan and related ones, ensuring revisions maximize the city’s advantages…
