309 inmates at Xuan Nguyen prison granted amnesty
309 inmates at Xuan Nguyen prison in Hai Phong city have been granted amnesty on the occasion of the 80th National Day anniversary (September 2, 1945 – 2025).

Vice Chairman of the Hai Phong People’s Committee Nguyen Minh Hung attended a ceremony, held by the Ministry of Public Security at Xuan Nguyen prison in Viet Khe commune on the morning of September 1, to announce the President’s amnesty decision (the second phase in 2025).
This time, 309 inmates at the prison were granted amnesty.

Previously, eligible inmates proposed for amnesty had participated in reintegration preparation classes, equipping them with basic knowledge to help them reintegrate into society and stabilize their lives.
Police from units and local authorities proactively advised Party committees and authorities at all levels to prepare plans for receiving, managing, educating, and supporting those granted amnesty so they can overcome stigma, live honestly, stabilize their lives, and reduce reoffending and violations of the law.

The year 2025 marks many major national events and anniversaries, serving as a pivotal year of a new era. The Party and State decided to grant amnesty in two phases in 2025: the first on the occasion of the 50th anniversary of the Southern liberation and national reunification, and the second on the occasion of the 80th anniversary of the August Revolution and National Day.
This year’s amnesty has broader scope, scale, conditions, and target groups compared to previous years, allowing more people to benefit. It particularly focuses on granting early release to inmates with good rehabilitation records.
