Developing economic and industrial zones to match Hai Phong’s potential

After the merger with Hai Duong province, Hai Phong city has been strongly developing both in quality and scale of its economic and industrial zones.

After the merger with Hai Duong province, Hai Phong city has been strongly developing both in quality and scale of its economic and industrial zones. This is laying the foundation for the city to make breakthroughs, become a dynamic growth hub, and further affirm its role as one of the economic engines of the Red River Delta as well as the whole country.

Pillar economic zones

The "magnet" that has attracted tens of billions of USD in foreign direct investment (FDI) and major domestic direct investment (DDI) to the port city of Hai Phong is the Dinh Vu - Cat Hai economic zone (EZ). Covering more than 22,500 ha, the EZ includes both tariff and non-tariff areas with numerous industrial parks (IP).

Last May, Saigon - Hai Phong Industrial Park JSC. under Kinh Bac Urban Development Corporation broke ground on the Trang Due 3 IP infrastructure construction and business project in the Dinh Vu - Cat Hai EZ, with a total investment of over 8 trillion VND.

Alan Wu, Deputy General Director of Chin Xu Electronic Vietnam Co., Ltd., said: "We gathered information about the investment environment in Hai Phong through many sources in my country. After coming here directly, with the support of the city authorities and the leadership of Trang Due IP, we found this to be a safe place for investment with high efficiency."

Another bright spot and new growth driver of the city is its southern coastal EZ, which spans 20,000 ha, with mega projects such as Tien Lang International Airport, Nam Do Son deep-water port, and a free trade zone. The master plan for the EZ is expected to be completed by October 2025.

As oriented, by 2030, the southern coastal EZ will play an important role, linking with neighboring EZs to form a coastal EZ chain, serving as a growth driver for the entire Red River Delta. This will also be Hai Phong’s new destination to welcome investment inflows of large domestic and international corporations, especially in chip, semiconductor, and electronics industries.

According to the Hai Phong EZ Authority, the city lured an estimated 1.68 billion USD in the first seven months of 2025, accounting for about 94% of the city’s total investment attracted. Of this, 71 new projects were licensed with a total registered capital of about 941 million USD, and 74 projects increased capital with a total of about 697 million USD. As of July 2025, the city has attracted about 1,005 projects with a total FDI of approximately 42.2 billion USD.

For DDI, in the first seven months of 2025, Hai Phong drew more than 290 trillion VND (equivalent to 12.4 billion USD). This included 34 new projects with a total capital of more than 227 trillion VND and 2 projects with nearly 63 trillion VND in additional capital. As of July 2025, Hai Phong’s total DDI exceeded 494 trillion VND (equivalent to 21.1 billion USD) with 359 projects.

The growth potential for both FDI and DDI in Hai Phong remains very large because from late 2024 to early 2025, the city established 12 new IPs with a total area of 3,269 ha, according to the Hai Phong EZ Authority.

At present, Hai Phong has a total of 43 IPs covering more than 12,100 ha. The planning of new IPs, especially in western Hai Phong, provides a long-term land source for investors while also creating favorable conditions for forming local production and supply chains.

With the advantages of its IPs, EZs, modern deep-water seaports, Cat Bi International Airport, and a well-connected transportation network with other provinces and cities, Hai Phong is well-positioned for even stronger development in the future.

The city always encourages and facilitates large domestic enterprises to invest in its IPs and EZs, with a focus on supporting industries, raw material production, logistics, and high value-added services to build strong domestic supply chains. Hai Phong is also accelerating planning and establishment of new IPs, creating clean land reserves ready to welcome investors.

At the 2025 Hai Phong Investment Promotion Conference held in July, Chairman of city People’s Committee Le Ngoc Chau affirmed that the southern coastal EZ, the next-generation free trade zone, specialized EZs, and eco-IPs will together form a new industrial-service growth pole on the economic map of Northern Vietnam.
