Politburo comments on draft documents and personnel plan for Hai Phong Party Congress

Politburo member and Prime Minister Pham Minh Chinh chaired a working session with the Standing Board of the Hai Phong Party Committee at the Party Central Committee headquarters on the afternoon of August 28 to give opinions on the draft documents and personnel plan for submission to the Party Congress of Hai Phong for the 2025–2030 tenure.
On behalf of the Standing Board of the Hai Phong Party Committee, Party Secretary Le Tien Chau reported to the Politburo on the preparations for the first Party Congress of Hai Phong for the 2025–2030 term.
According to Secretary Le Tien Chau, in implementing Directive 45 of the Politburo, Hai Phong has successfully organized 118 subordinate Party congresses. The city has been preparing for its first Party Congress with renewed determination and enthusiasm. The congress documents, particularly the political report, have been developed through a scientific, rigorous, and serious process. During the drafting process, the Hai Phong Party Committee promoted democracy and gathered wisdom from the entire Party organization and the public.
The Secretary also presented to the Politburo the key achievements of the former Hai Phong city and the former Hai Duong province during the 2020–2025 tenure. Both localities recorded strong economic growth, consistently maintaining high growth rates. Hai Phong also achieved significant results in Party building. The city Party Committee has renewed its leadership methods, ensuring comprehensive and effective leadership of the Party.
Regarding the goals, directions, tasks, and solutions for the next five years, the Secretary said that Hai Phong has identified the theme for the first Party Congress, 2025–2030, as: “Continuing to enhance the leadership capacity of the Party; promoting the tradition of the ‘Heroic City’ and the strength of great national unity; fostering innovation; building Hai Phong into a modern, civilized industrial port city, an important driving force of the country’s development.” The city has set out key objectives, indicators, major directions, priority tasks, and strategic breakthroughs to drive strong development in the next tenure.
On behalf of the Politburo and the Secretariat, Prime Minister Pham Minh Chinh acknowledged and highly valued Hai Phong’s achievements, generally agreeing with the draft congress documents prepared in line with Directive 45 of the Party Central Committee.
The Politburo and the Secretariat agreed with the proposed congress theme, noting that it covers all essential aspects, provides clear directions, and encompasses key tasks. Over the past term, Hai Phong has achieved remarkable progress, particularly in terms of growth.
The Prime Minister stressed that the city needs to respond flexibly and effectively to evolving circumstances; strengthen solidarity; combine internal and external strengths; continue pursuing sustainable development; restructure the economy; renew its growth model; develop a high-tech zone; and invest in urban infrastructure and cultural facilities, especially in areas related to the two world heritage sites of Ha Long Bay–Cat Ba Archipelago and Yen Tu–Vinh Nghiem–Con Son–Kiep Bac relic and landscape complex.
For breakthroughs, Prime Minister Pham Minh Chinh suggested that Hai Phong study the goal of becoming a socialist city with specific criteria such as: eliminating poverty under new standards; ensuring social progress, justice, and welfare with no one left behind; achieving fast, sustainable development with high per-capita income by international standards; developing industries including cultural and entertainment industries; firmly safeguarding national defense and security; and adhering to the Party’s five leadership principles.
He called on Hai Phong to uphold its spirit of innovation and bold action, striving for high and sustainable growth, seriously implementing the resolutions of Central bodies, and working with greater determination, vision, and ambition to reach new heights in the coming period.
