Breakthroughs from science and technology development, innovation, and digital transformation
The conference on breakthroughs in science and technology development, innovation, and digital transformation to promote Vietnam’s socio-economic development, held in Hai Phong, carries special significance.

The Central Commission for Information and Mass Mobilization, in coordination with the Ministry of Science and Technology, the Vietnam Union of Science and Technology Associations, and the Hai Phong Party Committee, organized a conference on breakthroughs in science and technology development, innovation, and digital transformation to promote Vietnam’s socio-economic development on August 21 in Hai Phong.
Opening the conference, Huynh Thanh Dat, Deputy Head of the Central Commission for Information and Mass Mobilization, noted that the world is entering a digital era with unprecedented speed. After nearly 40 years of Doi Moi (Renewal), Vietnam has achieved remarkable progress, yet still faces numerous challenges. In this context, the country issued Resolution No. 57-NQ/TW, which identifies science, technology, innovation, and digital transformation as the driving forces for rapid and sustainable development, aiming to realize the vision of becoming a developed, high-income nation by 2045.

In addition, the 2025 Law on Science, Technology, and Innovation marks a major institutional step forward, providing a favorable legal framework, opening breakthrough financial mechanisms and policies, and strongly encouraging investment, research, and application of new technologies, especially in priority sectors.
Therefore, this conference serves not only as a forum for policy updates but also as a venue for practical discussions, intellectual exchange, experience sharing, solution proposal, and building of a robust, effective, and sustainable ecosystem of science, technology, innovation, and digital transformation.

Speaking at the conference, Le Ngoc Chau, Chairman of the Hai Phong People’s Committee, said that to realize Resolution No. 57, the city has issued comprehensive plans and mechanisms, and established a steering committee for the development of science and technology, innovation, and digital transformation.
Hai Phong has so far achieved initial results, ranking third nationwide in the Provincial Innovation Index (PII), expanding digital infrastructure projects, ensuring full 4G coverage across the city, piloting 5G in industrial parks, and completing database connections on land, population, and education.

The city is home to 76 science and technology enterprises, more than 1,400 digital technology firms, and nearly 9,000 small- and medium-sized enterprises applying digital platforms, contributing to improved productivity, quality, and competitiveness.
Notably, the city is developing a 13 trillion VND, 86-ha technology urban area, along with multiple international cooperation agreements, underscoring its determination to become the nation’s marine center for innovation and science and technology.

The conference featured many presentations and exchanges from experts, scientists, and managers, focusing on issues such as applying AI, Big Data, IoT, and Blockchain; using technology to address non-traditional security challenges; and innovating content and approaches to attract scientists and innovators to national awards.
In the afternoon, as part of the program, the seminar “Scientific and technological innovation promoting Vietnam’s socio-economic development” continued to draw active participation and lively discussion from experts, scientists, and entrepreneurs nationwide.
