According to the National Center for Hydro-Meteorological Forecasting and the Hai Phong Hydro-Meteorological Station, at 7 am on August 18, the center of the tropical depression was located at around 18.8°N - 108.4°E, over the eastern area of the Gulf of Tonkin, about 135 km southeast of Bach Long Vi.
Maximum sustained winds were at level 6 – 7 (39 – 61 km/h), with gusts up to level 9.
In the next 24 hours, the tropical depression is forecast to move northwest at about 15 km/h. By 7 am on August 19, it is expected to be at 21.5°N - 107.4°E, over Quang Ninh – Lang Son, with winds at level 6 and gusts at level 8.
To proactively respond, the Chairman of the Hai Phong People’s Committee required all departments, agencies, and local authorities to closely monitor developments of the tropical depression; review and implement response plans based on approved scenarios; and be ready with personnel and equipment for rescue operations if needed.
Authorities of coastal areas must conduct checks, inform vessel owners and captains about the location, direction, and developments of the tropical depression so they can take preventive measures, either avoiding or not entering dangerous areas; and maintain communication to promptly handle possible emergencies.
Measures must also be taken to ensure the safety of people working in fish cages and aquaculture huts at sea, as well as vessels already docked.
Residents and tourists in coastal tourist areas must be informed to proactively take precautions.
Safety measures must be implemented for construction projects located along the coast…
