Lai Khe commune to become model for administrative reform

On August 12, the Party organization of Lai Khe commune, Hai Phong city concluded its first Party Congress for the 2025–2030 term after completing all agenda items.
In his address to the Congress, Le Van Hieu, Deputy Secretary of the city Party Committee and Chairman of the city People’s Council, praised the solidarity, unity, and efforts of the local Party committees, authorities, and residents in implementing tasks under the new organizational model.
To achieve the goals and tasks of the new term, he suggested that the commune Party organization quickly stabilize its organization, foster unity, and build a contingent of officials, public servants, and employees with the necessary qualities, competence, and a suitable structure to meet the demands of the new period.

The commune Party organization should fully tap into the commune’s potential and advantages for sustainable economic growth, accelerate economic restructuring, and develop high-quality service sectors.
The commune should proactively review and simplify administrative procedures to create the best conditions for household businesses and small- and medium-sized enterprises to start up and expand production. It should encourage innovation, develop new business models, and apply science and technology in production and business.
It is necessary to improve the efficiency of the Public Administrative Service Center, enhance the application of information technology in management and operation, promote the digitization of records and data, and build a digital government to serve residents and businesses quickly, conveniently, and transparently, thereby making Lai Khe commune a model for administrative reform.

The commune Party organization has identified three breakthrough tasks for the 2025–2030 term: continuing to boost investment attraction and actively applying scientific and technological advances for economic development; optimizing planning and effectively using resources to develop a synchronized infrastructure system; and rigorously implementing administrative reform and digital transformation, and building a friendly government that serves the people.
