Hai Phong accelerates site clearance for Ring Road 2 project

Standing Vice Chairman of the Hai Phong People's Committee Le Anh Quan on August 11 afternoon inspected two key transport projects: the construction of resettlement areas serving the Lao Cai – Ha Noi – Hai Phong railway project and the construction of Ring Road 2’s Tan Vu – Hung Dao – Bui Vien section.

After directly inspecting the project sites and hearing reports from relevant agencies and localities, Standing Vice Chairman Le Anh Quan acknowledged that Duong Kinh ward, the Hai Phong Management Board of Traffic and Agricultural Projects, and the Duong Kinh Project Management Board had accelerated site clearance, ready to commence the resettlement area construction project for the Lao Cai – Ha Noi – Hai Phong railway in Duong Kinh on August 19.

He stressed that this is one of three important projects registered by the city for commencement or inauguration to celebrate the August Revolution and National Day (September 2).

With little time left until the groundbreaking, relevant units must urgently finalize plans for organization, communication, and mobilization of public support for the project, as well as continue to hand over land for the resettlement area.

The Hai Phong Management Board of Traffic and Agricultural Projects must ensure construction progress for both the railway resettlement area project and the Ring Road 2 project. They must promptly make accurate assessments, set critical timelines for disbursement of allocated funds, and determine the land requirements for construction packages with local authorities.

Contractors must be urged to quickly take over the sites, fully mobilize equipment and manpower, and speed up progress. At the same time, consideration should be given to reallocating funds to other projects with high capital demand and good disbursement capacity in case of delays in site handover.

The resettlement area project for the Lao Cai – Ha Noi – Hai Phong railway is being implemented in three locations: Duong Kinh district (now Duong Kinh ward), An Lao district (now An Khanh and An Hung communes), and Kien Thuy district (now Kien Thuy and Kien Hai communes). The Duong Kinh site covers over 74,850 m2, with a total investment of 283.9 billion VND.

The Ring Road 2 project, section Tan Vu – Hung Dao – Bui Vien, commenced in early March 2025. Contractors are currently mobilizing machinery and manpower to take over the sites for construction.

To ensure disbursement and construction progress, at the inspection meeting, the Hai Phong Management Board of Traffic and Agricultural Projects, the project owner, requested that the People's Committees of Hai An, Hung Dao, and Kien An wards, along with local management boards, speed up site clearance for the contractors. Authorities of Hai An, Duong Kinh, and Kien An wards were committed to handing over the land by September.
