Terminal serving 7.7 billion USD Hai Phong LNG power plant proposed for inclusion in master plan

The People’s Committee of Hai Phong city has sent an official request to the Prime Minister and the Ministry of Construction, seeking approval to update the planning for a LNG terminal serving Hai Phong LNG power plant.
The proposal is for inclusion of the terminal in the master plan for seaports, terminals, wharves, buoys, and waters for the 2021–2030 period with a vision to 2050, as well as in the detailed land and water area plan for Hai Phong port for the same period and vision.
Previously, Vingroup JSC. proposed adding a LNG terminal and a floating storage unit (FSU) for Hai Phong LNG power plant to these plans. The proposed location is at the Van Uc river mouth, with a water depth of -16 m, capable of handling LNG carriers up to 180,000 m³ and larger.

The project scope includes a terminal, an FSU (with a regasification system), and pipelines, meeting the operational needs of Hai Phong LNG power plant with a total capacity of 4.8 GW.
Construction is scheduled for completion before 2030, with phase one reaching up to 1.6 GW and phase two up to 4.8 GW.
Hai Phong LNG power plant project is being developed by a joint venture between Vingroup and VinEnergo. It will cover about 98.5 ha in Hai Phong’s Southern Coastal Economic Zone, with a total investment of 7.7 billion USD.
