Gia Loc successfully hosts pilot Party Congress for communes in Hai Phong
The first Party Congress of Gia Loc commune, Hai Phong city for the 2025 – 2030 tenure has successfully concluded after fulfilling all planned agenda and contents.
The first Party Congress of Gia Loc commune, Hai Phong city for the 2025 – 2030 tenure fulfilled all planned agenda and contents and concluded on August 1 morning after a full working day that began on the afternoon of July 31.
This was the pilot Party Congress at the commune level, as designated by the city Party Committee’s Standing Board.
Building a dynamic, modern Gia Loc commune
Addressing the Congress, Secretary of the city Party Committee Le Tien Chau emphasized that this was a politically significant event, not only for local officials, Party members, and residents, but also for its role in setting the tone and orientation for all upcoming commune-level Party Congresses across the city.
He praised the thorough and disciplined preparations for the Congress and commended the achievements of the commune Party organization, authorities, and people in the previous term. Positive progress was noted in Party building, sustained economic growth with an appropriate economic restructuring, swift and synchronized digital transformation, strong focus on social welfare, and secured national defense and public security.

Secretary Chau stressed that entering the 2025 – 2030 term, the commune faces both great opportunities and significant challenges. To achieve the goal of transforming Gia Loc into a dynamic and modern growth hub that links Hai Phong with surrounding regions, the commune Party organization must lead development with a new spatial vision. This includes implementing transparent, modern governance that serves the people and building a clean, strong, and comprehensively capable Party organization.
He also called on the municipal departments and agencies to actively support commune-level administrations, particularly Gia Loc, by resolving obstacles during the early phase of implementing the two-tier local governance model. He emphasized the need to mobilize investment resources for comprehensive infrastructure development to help wards, communes, and special zones meet the objectives set by their Party Congresses.
14 key tasks, 3 breakthroughs
Speaking at the event, Secretary of the Gia Loc Party Committee Dang Xuan Thuong affirmed that the successful organization of the first Congress carried great political significance, marking the establishment of a new local political structure and reaffirming the Party's leadership at the grassroots level in a new stage of development.
He urged the entire Party organization, authorities, and residents of the commune to unite, overcome challenges, and work together to realize the goals outlined in the Congress resolution, aiming for a prosperous, civilized, and fully developed Gia Loc that actively contributes to the overall development of Hai Phong in particular and Vietnam in general.
At the Congress, the Executive Board, Standing Board, Secretary, and Deputy Secretaries of the commune Party Committee for the 2025 – 2030 term was announced.
Delegates at the Congress also voted to approve its resolution, which includes 24 major targets, 14 key tasks, 3 strategic breakthroughs, and 3 flagship projects, reflecting the vision and aspirations of the commune Party organization and people for a new development phase.
