Ministry of Construction to hand over national inland waterways to Hai Phong

The Ministry of Construction and Hai Phong People's Committee have agreed to work together to finalize the transfer of management of the national inland waterways to the city.

On the afternoon of July 30, Deputy Minister of Construction Nguyen Xuan Sang and Standing Vice Chairman of the Hai Phong People's Committee Le Anh Quan co-chaired an online conference with relevant agencies and units to discuss maritime and inland waterway issues.

Deputy Minister Nguyen Xuan Sang listened to each opinion and request from Hai Phong authorities and tasked leaders of relevant departments and affiliated units with urgently coordinating with the city People’s Committee to implement each specific issue.

According to the consensus reached at the meeting, the Ministry of Construction will transfer the management and maintenance of national inland waterways in Hai Phong to the city. It will also hand over the organization and management of operations at ports and inland wharves along these inland waterways in accordance with the National Assembly’s Resolution No. 226/2025.

The Vietnam Maritime Administration and Inland Waterways Administration, in coordination with affiliated units under the ministry, will coordinate with the city People's Committee next week to establish a task force to conduct surveys and assess the current condition of the inland waterway route. Based on this assessment, the parties will finalize documentation to complete the handover before September 1, 2025.

Regarding the construction of a road behind Lach Huyen port area, the Deputy Minister asked the city to direct the project’s investor to closely coordinate with the Hai Phong Maritime Administration, traffic police, port operators from wharves No. 1 to No. 6, and Lach Huyen Port to develop a traffic regulation plan that ensures smooth and safe cargo transportation.

He also encouraged planning for the next phase of road construction to enhance the appeal and activity of the Lach Huyen port area.

The Deputy Minister also instructed the Vietnam Railway Authority and the Vietnam Railways Corporation to carry out procedures next week for transferring railway infrastructure assets to the city for management. They are also to organize the dismantling of the railway section and station at Hoang Dieu Port to facilitate project construction.

The Vietnam Railway Authority is to accelerate construction of Vat Cach station to ensure continued handling of traditional cargo previously processed at Hoang Dieu Port, avoiding any disruption to import-export operations.

Standing Vice Chairman of the city People's Committee Le Anh Quan expressed his gratitude for the attention and support from the Ministry of Construction and related units. Hai Phong city will take into account the opinions shared at the meeting and assign key departments and sectors to closely coordinate with the Ministry of Construction in implementing the related tasks, said Quan.
