Hai Phong strives to achieve double-digit growth target
Hai Phong city is focusing on strong leadership and comprehensive implementation of solutions to fully mobilize available resources to achieve a GRDP growth rate of 12.35% or higher in 2025.

In the first six months of 2025, Hai Phong’s gross regional domestic product (GRDP) reached 209.668 trillion VND, an increase of 11.2% year-on-year. Of this, the eastern area of the city contributed 146.9037 trillion VND, up 11.04%, while the western area contributed 62.7646 trillion VND, a rise of 11.59%, higher than the growth target of 11.4%.
According to Director of the Department of Finance Nguyen Ngoc Tu, all three key production sectors, namely agro-forestry-fisheries, industry and construction, and services, posted increases. In particular, industry and construction remained the driving force behind the city’s economic growth, contributing 116.2031 trillion VND, a 12.84% increase compared to the same period in 2024.
The city has completed procedures to establish eight industrial parks and two industrial clusters, creating ample development space for investors. Several major infrastructure projects are set to begin construction, promising breakthroughs in trade connectivity.
The establishment of the southern coastal economic zone, alongside the National Assembly’s Resolution 226 on piloting several special mechanisms and policies for Hai Phong’s development, including the formation of a free trade zone, and a plan to set up a specialized economic zone, provides a vital launching pad for the city’s transformation toward a modern development model based on high-tech industry, logistics, and international services.
With these achievements, Hai Phong now ranks second nationwide in growth. The result underscores the effectiveness of the city’s sound and timely economic development policies over the past time.
Removing bottlenecks, maximizing resources
Having clearly defined targets and challenges ahead, the city People’s Committee is determined to focus all efforts in the second half of the year on leading and directing implementation of tasks and measures to meet the high-growth objective.
To reach this goal, Secretary of the city Party Committee Le Tien Chau has urged the city political system to mobilize all possible resources, promptly remove bottlenecks, and resolutely and effectively carry out the set tasks, thereby reinforcing Hai Phong’s role as a leading growth engine in northern Vietnam.
The city will work closely with investors in newly established but inactive industrial parks, clusters, and seaports to assign timelines and responsibilities; intensify investment promotion activities; boost private sector development; improve productivity within sectors; encourage innovation; accelerate public investment disbursement; and take comprehensive measures to transition agriculture toward large-scale commercial production.
To realize the GRDP growth target of 12.35% or more in 2025, Hai Phong needs to achieve a growth rate of 13.35% in the second half of the year. This includes a 15.54% increase in industry and construction, 10.78% in services, 3.98% in agro-forestry-fisheries, and 11.28% in product taxes and subsidies.
