New Momentum from Kien Bai – Cao Nhan Industrial Cluster

The Kien Bai – Cao Nhan Industrial Cluster, located in Thien Huong and Le Ich Moc wards, is being developed and is expected to create new momentum for the city’s economic growth.

In early March 2026, Thien Huong Ward authorities launched site clearance for the Kien Bai – Cao Nhan Industrial Cluster infrastructure project.

Building Infrastructure for a New Industrial Cluster

On December 3, 2025, the city’s People’s Committee issued Decision No. 4904 on the establishment of the Kien Bai – Cao Nhan Industrial Cluster.

Earlier, in November 2025, the Hai Phong authorities approved the investment policy and selected Minh Phuc Joint Stock Company as the investor for the project.

The project is part of the implementation of Decision No. 1516/QĐ-TTg issued by the Prime Minister on December 2, 2023 approving the Hai Phong City Master Plan for 2021–2030, with a vision to 2050.

Once completed, the industrial cluster is expected to provide production space, attract investment, create jobs and promote the shift of the local workforce from agriculture to industry.

The cluster will be developed across Thien Huong and Le Ich Moc wards with a total area of 40.88 hectares. Of this, more than 32 hectares are located in Thien Huong Ward, while nearly 8 hectares are in Le Ich Moc Ward.

The cluster will attract investment in multiple sectors, mainly processing and manufacturing, as well as other environmentally friendly industries.

According to the project plan, technical infrastructure will be developed on an area of 40.88 hectares. Land designated for factories and warehouses totals 263,167 square meters, accounting for 64.37% of the cluster’s area. Additional land will be allocated for services, green spaces, technical infrastructure and transport facilities, including parking areas, to ensure a synchronized production environment.

The total investment for the project exceeds 668 billion VND.

Consensus in Site Clearance

Decision No. 4904 also requires that by October 2026 all project preparation procedures related to compensation, site clearance, and resettlement must be completed. From November 2026 to February 2028, the construction of technical infrastructure is scheduled to be completed and the cluster put into operation.

To ensure progress, Thien Huong and Le Ich Moc wards are actively coordinating with relevant agencies and the investor to fulfill the task of site clearance.

Most recently, on March 6, 2026, Thien Huong Ward People’s Committee held a meeting to launch site clearance procedures for households whose land will be acquired for the project. During the meeting, the ward’s Project Management Board publicly announced detailed inventory plans, compensation and support policies in accordance with regulations to ensure transparency and help residents understand their rights related to the project.

Nguyen Van Hiep, Deputy Director of the Thien Huong Ward Construction Investment Project Management Board, said the project is a key development project in the locality. Most of the project area, covering more than 32 hectares, lies in Thien Huong Ward and involves about 600 households in residential groups Kien Bai 4 and Kien Bai 5.

Many households have expressed their support for the development of the Kien Bai – Cao Nhan Industrial Cluster. However, they hope that authorities will carry out compensation, and site clearance in accordance with regulations, ensuring the legitimate rights and interests of households whose land is being acquired so they can stabilize their lives.
