Hai Phong to turn tourism into spearhead economic sector

With its many advantages, tourism is steadily affirming its role as a spearhead economic sector of Hai Phong, making the city an attractive destination on both national and international tourism maps.

Multiple advantages

With newly expanded development space, Hai Phong now boasts a rich tourism ecosystem, from cultural heritage and unique festivals to marine and island tourism, eco-tourism, community-based and agricultural tourism, handicraft villages, cuisine, and urban tourism.

Among these, marine and island tourism stands out as a key strength. Do Son has long been a well-known tourist destination in Vietnam. Cat Hai, the country’s only sand island, offers a unique charm. Especially notable is the Cat Ba archipelago, with 388 large and small islands, including Lan Ha Bay, one of the world’s most beautiful bays and a UNESCO-recognized world biosphere reserve.

Hai Phong is also a land steeped in cultural and spiritual traditions. The city is home to 3,981 relic sites, including nine special national relics, 257 national-level relics, 722 city-level relics, and 33 national treasures.

Hai Phong is also proud to host two pieces of UNESCO intangible cultural heritage, namely ca tru (ceremonial singing) and the practice of worshipping the Mother Goddess of the Three Realms.

Alongside traditional festivals, Hai Phong has added appeal through modern events such as the Red Flamboyant Festival, street music festivals, and culinary culture weeks, enriching its tourism offerings.

Tourism infrastructure is also being continuously upgraded, with 15 major projects underway with total investment exceeding 111 trillion VND, gradually improving services to meet the rising demands of visitors.

Despite heavy impacts from the COVID-19 pandemic, during the 2020–2025 period, Hai Phong has continued to attract tourists, remaining a popular choice for both domestic and international travelers.

Elevating tourism

In recent years, the city Party Committee has issued many specialized resolutions on tourism development. This affirms that tourism is not just a short-term task but identified as a spearhead economic sector, playing an important role in the city’s socio-economic structure.

In the draft Political Report for the city’s 2025–2030 Party Congress, one of the four breakthrough strategies is to develop Hai Phong into a regional and international center for marine, cultural, and heritage tourism and build distinctive tourism products tied to cultural and historical identity, marine and island resources, and agriculture and rural life.

To realize this strategy, the draft report sets out many synchronized solutions, including developing marine, heritage, and cultural tourism in line with international integration; efficiently exploiting marine and cultural heritage resources; building Cat Ba into a “green island” and a world-class ecological resort destination; and promoting the value of the Con Son–Kiep Bac world heritage site as an international cultural and spiritual tourism hub.

The city also pays attention to developing transport infrastructure and forming a tourism chain connecting Cat Ba – Do Son – Con Son – Kiep Bac tied to the cultural values and identity of the Northern coastal region. At the same time, Hai Phong is focusing on policies to open new international flight routes, strengthening links with major domestic and regional tourism centers, and turning tourism into a key driver of socio-economic development and international integration.
