Hai Phong’s agriculture and environment sector has clearly defined objectives and solutions aimed at commodity-based and high-tech agriculture with chain-based production and higher value.

Concentrated commodity production

According to the Hai Phong Department of Agriculture and Environment, the value of agricultural, forestry, and fishery production in 2025 is estimated to exceed 39,605 billion VND. The value of production per unit of agricultural land in 2025 (current prices) will reach 152 million VND/ha, 1.14 times higher than in 2021 (133.8 million VND/ha).

For high-tech agricultural production applying net houses and greenhouses, the value can reach 350 – 400 million VND/ha. For aquaculture land, the value in 2025 will reach 311 million VND/ha, 1.13 times higher than in 2021 (274.2 million VND/ha).

Each year, rice productivity is continuously improved, ensuring food security. Many abandoned rice-growing areas that couldn’t be cultivated have been converted for more suitable crops. Safe and organic production has received more attention. Notably, the area of concentrated, large-scale commodity production is expanding.

In fisheries and livestock, concentrated production zones have also been established, applying technical advances to achieve high productivity and quality, meeting consumer demands.

According to Le Thai Nghiep, Deputy Head of the city Cultivation and Plant Protection Sub-Department, the outstanding achievements in agriculture and rural development result from the city allocating significant resources to agricultural production and new-style rural building.

The system of enterprises investing in agricultural production and processing throughout the city is quite diverse. Farmers possess extensive production experience and are consistently oriented toward more efficient, higher-value agriculture.

With diverse and fertile agricultural production areas, Hai Phong’s agriculture and environment sector has set the goal of developing high-tech agriculture, applying mechanization and smart farming, following safe production processes, and meeting VietGAP – GlobalGAP – organic standards in the coming period, aiming for sustainable development and global integration.

The city strives that by 2030, at least 80% of commodity production areas will be granted production/raising codes; at least 60% of agricultural and fishery output will be sold under contract farming; post-harvest losses will be reduced by at least 20% through modern mechanization, preservation, processing, and logistics; and at least 10 high-tech agricultural clusters will be formed, serving as nuclei to spread smart, environmentally friendly production models.

To achieve these goals, according to Luong Thi Kiem, Deputy Director of the Department of Agriculture and Environment, the city will decisively focus on five key solution groups, namely expanding technological field models for key crops such as vegetables, fruits, and flowers - ornamentals, strengthening regional and chain linkages; promoting technology transfer and digital skills training for farmers and building an agricultural innovation ecosystem; supporting enterprises and cooperatives with machinery, cold storage, and deep processing tied to traceability and brand building; reviewing and planning production zones, gathering land, and forming large production areas integrated with mechanization, digitization, and ecological agriculture; and developing digital agricultural data infrastructure, connecting e-commerce and agricultural logistics, and expanding export markets.

Local authorities will proactively coordinate with appropriate authorities of the city to address difficulties and support farmers, production facilities, cooperatives, and enterprises in fully accessing mechanisms and policies that encourage and support the development of agriculture, fisheries…
