Hai Phong city has for years remained steadfast in its sustainable development strategy, linking socio-economic growth with environmental protection.
Pioneering innovation
During a field survey at Nam Cau Kien industrial park in Hai Phong city, delegates from the National Assembly’s Working Group No. 3 were impressed with the eco-industrial park model there, which features an advanced wastewater treatment plant and lush green spaces.
In addition to Nam Cau Kien, several other industrial parks in the city are also being developed toward the eco-industrial park model.
According to Standing Vice Chairman of the municipal People’s Committee Le Anh Quan, the city’s approach to economic development prioritizes the eco-industrial park model, reserving large areas for green space and ensuring environmental protection before expanding or developing new industrial parks. With this approach, in the first seven months of 2025 alone, the city established 12 new industrial parks in line with green, eco-friendly principles.
At the same time, the city has made significant efforts in environmental protection and implementation of the 2020 Law on Environmental Protection.
From 2021 to 2024, the local budget allocated about 3.9 trillion VND for environmental protection, accounting for over 1% of total budget expenditure.
Since the 2020 Law on Environmental Protection took effect, the city has issued numerous policies, programs, and plans to ensure effective environmental management. The quality of the environment in industrial parks and clusters has gradually improved.
According to Bui Van Thang, Director of the Department of Agriculture and Environment, Hai Phong currently has 31 industrial parks, of which 23 are operational with an occupancy rate of over 62%. All industrial parks have centralized wastewater treatment plants and automatic monitoring systems. Wastewater meets required standards and is licensed for discharge into receiving basins.
The city has also relocated 14 facilities causing severe pollution and completely addressed violations at 33 others. All major emission sources are equipped with automatic monitoring systems, ensuring no environmental incidents occur.
Moving toward eco-oriented industrial development
Appreciating Hai Phong’s approach in integrating environmental protection policies with economic growth, Le Quang Manh, Standing Vice Chairman of the National Assembly’s Economic and Financial Committee, acknowledged that the city’s rapid industrial growth has not led to serious environmental violations.
Standing Vice Chairman of the municipal People’s Committee Le Anh Quan stated that in the coming period, the city will continue to concretize the national environmental protection strategy and plans for the 2026 – 2030 period.
Efforts will focus on strengthening resources for environmental protection, controlling pollution by strictly managing investment projects from the approval stage, and increasing monitoring and controling of emissions from production and business activities, and effectively implementing economic instruments in environmental protection.
“Hai Phong remains committed to developing all industrial parks in the ecological direction for sustainable growth,” said Quan.
The city also proposed that the Ministry of Science and Technology soon issue policies to support enterprises and individuals in innovating and creating environmentally friendly products.
