Hai Phong ranks second nationwide in public investment disbursement

Hai Phong has disbursed 11.524 trillion dong in public investment capital so far this year, equal to 30% of its 2026 target, ranking second nationwide in disbursement progress.

Data from the Hai Phong Department of Finance and the State Treasury showed the city had disbursed 30% of the capital plan assigned by the Prime Minister and the city People’s Council as of May 13.

The Ministry of Finance ranked Hai Phong second among Vietnam’s 34 provinces and centrally-run cities in public investment disbursement as of May 7.

The city’s adjusted public investment plan for 2026 totals 36.956 trillion dong, including 9.874 trillion dong earmarked for compensation and land clearance.

Hai Phong aims to disburse 43.3% of the annual target by the end of the second quarter, 66.4% by the end of the third quarter and nearly all allocated funds by the close of the 2026 fiscal year.

Local authorities expect second-quarter disbursement this year to outpace the same period in 2025, keeping the city among the country’s leading localities in public investment implementation.

To maintain progress, the Hai Phong People’s Committee instructed local authorities to accelerate land clearance for projects, describing it as a key priority.

Authorities were also told to assign officials to oversee each projects and take direct responsibility for disbursement progress, while regularly updating data on land clearance and project bottlenecks through the city’s monitoring systems.

The Department of Finance was tasked with reviewing districts and agencies with below-average disbursement rates and advising city leaders on sound measures, including possible capital reallocations.

Other departments were instructed to address obstacles in land clearance, issue updated construction material price lists for major projects and improve data integration on the city’s IOC system.
