The Hai Phong People’s Committee has issued Decision No. 4068/QD-UBND approving the establishment of a free trade zone in the city.

The Hai Phong Free Trade Zone (FTZ) is envisioned as a new growth driver, contributing to the implementation of the Politburo’s resolution on Hai Phong’s development by 2030, with a vision toward 2045.
It aims to become a regional and international hub for manufacturing, logistics, trade and services, high technology, and finance, while promoting high-tech industry, innovation, digital transformation, and green growth.
Covering an area of about 6,292 ha, the FTZ will be located in non-contiguous sites associated with the Dinh Vu – Cat Hai Economic Zone and the Southern Coastal Economic Zone of Hai Phong. It will comprise functional areas such as production zones, port and port logistics zones, logistics centers, trade and service areas, and other functional subzones as prescribed by law.
The functional areas within the FTZ that meet the conditions of non-tariff zones under Vietnamese law will be subject to customs inspection, supervision, and control by customs authorities, as well as State management activities conducted by relevant agencies in accordance with regulations.
The development of the FTZ will follow a roadmap consistent with the national socio-economic development strategy, Hai Phong’s general planning, and the approved goals and orientations for the zone’s development, ensuring coherence, feasibility, and effectiveness.
