Hai Phong embraces opportunities from a new wave of industrial investment

Hai Phong is shifting toward in-depth industrial development, prioritizing quality, technology, and sustainability as key criteria for attracting investment.

A discussion session on the topic “Breakthrough opportunities to attract high-quality FDI and the challenges of institutions, infrastructure, and human resources” was held within the framework of the forum.

On the afternoon of April 15, in Hai Phong, under the direction of the Vietnam Chamber of Commerce and Industry (VCCI), Business Forum Magazine, in coordination with relevant agencies, organized the forum “Northern Industrial Investment Trends – Opportunities and Challenges 2026.”

The forum was attended by nearly 300 enterprises and investors, both domestic and international. It is part of the International Exhibition on Industry and Manufacturing 2026, taking place in Hai Phong from April 15 to 17.

In his opening remarks, Mr. Hoang Quang Phong, Vice Chairman of VCCI, emphasized that amid the strong restructuring of global supply chains, the Northern region, including Hai Phong, is emerging as an attractive destination for international investment flows. Hai Phong is among the leading localities in the country in attracting foreign direct investment (FDI).

However, according to him, industrial development in the new phase cannot continue following traditional models. The key requirement is to shift from quantity-based investment attraction to a focus on quality—enhancing science and technology content, innovation, supply chain linkages, and ensuring sustainable development. Limitations in regional connectivity for industrial development and investment attraction also need to be addressed promptly.

Mr. Tran Van Thang, Chairman of the Hai Phong Business Association, noted that the city is entering a new stage of development, transitioning from location-based advantages to ecosystem- and institution-based advantages. In the context of a new industrial investment cycle, Hai Phong is not only aiming to attract more factories but also to increase added value, technological content, supply chain integration, and the internal capacity of the economy.

He added that Hai Phong is gradually forming a new industrial–logistics–technology hub in northern Vietnam, with increasingly well-developed infrastructure, industrial parks, logistics systems, and development space. However, to become a focal point for new industrial investment, the city needs to implement several important shifts simultaneously: from attracting investment at all costs to selective investment attraction; from increasing the number of projects to improving the quality of the ecosystem; and enhancing the organization and operation of supply chains.

According to Ms. Nguyen Thi Bich Dung, Deputy Head of the Hai Phong Economic Zone Authority, the city is accelerating the development of industrial parks in a green direction, considering this an inevitable requirement amid increasingly stringent international standards. Industrial parks are not only expected to provide production space but also to deliver a “green passport” for products, enabling businesses to access high-end markets such as the EU and the United States.

Hai Phong is also pursuing a selective investment attraction strategy, prioritizing high-tech industries, clean energy, electronics, and green manufacturing. At the same time, the city is strengthening linkages between FDI enterprises and domestic businesses, gradually forming sustainable local supply chains.

The forum is part of the International Exhibition on Industry and Manufacturing 2026, taking place in Hai Phong from April 15 to 17.

The forum “Northern Industrial Investment Trends – Opportunities and Challenges 2026” serves as an opportunity for policymakers, experts, and businesses to exchange insights and share experiences, thereby proposing practical solutions to improve the quality of investment attraction and promote industrial development in a modern and sustainable direction.

Hai Phong continues to affirm its role as one of the country’s leading localities—not only in attracting investment but also in transforming its development model toward building a highly competitive industrial ecosystem capable of adapting to global economic fluctuations.
